The general objective of the Fund shall be to support the efforts made by the Member States to improve the management of return in all its dimensions through the use of the concept of integrated management and by providing for joint actions to be implemented by Member States or national actions that pursue Community objectives under the principle of solidarity, taking account of Community legislation in this field and in full compliance with fundamental rights.

TARGET GROUP

  1. a) all third-country nationals who have not yet received a final negative decision in relation to their request for international protection in a Member State and who may choose to make use of voluntary return, provided they have not acquired a new nationality and have not left the territory of that Member State;
  2. b) all third-country nationals enjoying a form of international protection within the meaning of Directive 2004/83/EC, or temporary protection within the meaning of Directive 2001/55/EC in a Member State, and who choose to make use of voluntary return, provided they have not acquired a new nationality and have not left the territory of that Member State;
  3. c) all third-country nationals who do not or no longer fulfil the conditions for entry and/or stay in a Member State and who, in accordance with the obligation to leave the territory of that Member State, make use of voluntary return;
  4. d) all other third-county nationals who do not or no longer fulfil the conditions for entry and/or stay in a Member State.

Third-country national means any person who is not a citizen of the Union within the meaning of Article 17(1) of the Treaty.

FINANCING

A total of EUR 676 million has been allocated to the Return Fund for the period 2008-2013. Resources are distributed annually among the Member States on the basis of objective criteria that reflect the burden that every State assumes in the integration of third country nationals.

The project budget is distributed as follows:

  • 75% of the total cost of the project is financed by the European Return Fund.
  • 25% of the remaining co-funding will be financed with public or private resources.

PLANNING

The Ministry of employment and Social Security, through the Directorate General for Migrations is responsible for the implementation of the national actions of Voluntary Return in Spain for this period of programming. The Ministry of Interior is responsible for other aspects of the Fund’s management.

Each Ministry will implement the actions according to the multiannual programming strategy (2008 – 2013) that establishes the use of the resources received annually.

The projects should not overlap with the European Social Fund or the European Refugee Fund.

ANNUAL CALLS FOR PROPOSALS

PUBLICITY

In order to assure major transparency, diffuse the eligible actions and ensure equal opportunities in the access to co-financed programs, the Department of Inmigrant Integration does the following communication:

  • Information events:
    • 2010: Two information sessions were held on April 7, 2010, in the Ministry of Labour, addressed to potential beneficiaries of the EIF, with the participation of 138 entities.
    • 2009: Four information briefings were conducted on 22 and June 23, 2009, in the Assembly Hall of the Secretariat General for Immigration and Emigration, addressed to potential beneficiaries of the EIF, with the participation of 124 entities.

COMMUNITY ACTIONS

Call for Proposals 2011

The objectives laid down in Article 6(2) (a), (b) and (e) of the Decision 575/2007/EC, will be pursued in 2011 by the eligible actions for each of the next categories:

  • Category 1: Ensuring sustainability for vulnerable or disadvantaged people after the return
  • Category 2: Monitoring of joint forced return operations
  • Category 3: Safe and sustainable return of minors

The deadline for applying is 27 April 2012. Documents related to the call.
